    Title II: High Standards in the Classroom - Revises and renames title II of ESEA as High Standards in the Classroom. Part A: Teaching to High Standards - Authorizes a new program by consolidating the Dwight D. Eisenhower Professional Development Program (current title II ESEA) and Innovative Education Program Strategies (current title VI ESEA.   Establishes a new ESEA title II, Dwight D. Eisenhower Professional Development Program, to support professional development of elementary and secondary school teachers in core academic subjects. (This replaces the current Dwight D. Eisenhower Mathematics and Science Education Act programs.).
